The Hague, Dec. 28 (Bloomberg) -- The Netherlands, whose capital, Amsterdam, has a well-known red-light district, will legalize brothels as of Oct. 1 in an effort to better regulate prostitution and reduce links to other criminal activity.

While individual forms of prostitution have never been banned in the Netherlands, brothels have been illegal since 1912. That law will be repealed and penalties will be increased for prostitution involving minors and other forms of exploitation, the Dutch Justice Ministry said.

Some 15,000 to 30,000 people work as prostitutes in the Netherlands and about 40 percent are illegal aliens, the Justice Ministry estimates. The new law, passed by the Dutch parliament on Oct. 26, intends to cut back involuntary prostitution, fight involvement by illegal aliens and minors, and unweave prostitution from criminal acts such as drugs and arms trade.

``That prostitution exists is a given, for the government too,'' the Justice Ministry said. ``That demands a realistic approach.''

The maximum penalty for prostituting minors is raised to six years in jail from one. A client visiting a minor prostitute is liable to a maximum four-year jail sentence and the requirement that a complaint be filed before prosecution is possible has been dropped.

To prevent illegal aliens and minors from being employed, standards are being set for permits, locations of brothels, working conditions and acceptable forms of prostitution.

While voluntary prostitution will be allowed, ``damaging forms of exploitation of prostitution will be fought vigorously,'' the government said.

The ministry said the divide between legal and illegal forms of prostitution will improve the legal position and working conditions for prostitutes.
